Desktop app with AI features

I have read your guidelines for app developers where you tell that all the functionality should be in merchant admin panel, except when the functionality requires actions on other sites or in other apps. I am planning to build a desktop app for merchants with AI capabilities and I need a local LLM and a local vector database for it. Is it a valid exception to offer to merchants to download the app and use it via Shopify API? Will it be approved?
