Developing private app for my personal use

HI,
I'm trying to cerate a custom app that I would then use in my own store as a private app. To me, it seems like the infrastructure doesn't really like the idea, as it doesn't let me connect my partner account to my store. Is there a way to do this that I failed to find, or is this really not doable?

I don't really understand the situation: partner-level custom app uses OAuth to access a single store, while a private app uses access tokens. Was the Partner custom app already installed on another store maybe?

FYI Shopify is rolling out changes to prevent adding new private apps, which will be "custom app" but created in the store's Shopify admin, that work like private apps with an access token.
