Disable Fulfillment request for unpaid orders

While developing a dropshipping or Print on Demand app we came across a Shopify requirement that says the third-party fulfilled products should not be allowed for requesting fulfillment for orders which are not paid.

I did not find any such options both in the product API as well as in the Fulfillment service API.

Could anyone help here as to how can we do this with merchants' Shopify orders?
