Disabling Discount Application in Checkout Page for Draft Orders

I am using the draft order feature to create orders, incorporating all applicable discounts, addresses, and shipping details via the admin API, before sending invoices to customers. However, I am encountering an issue where customers are able to apply additional discounts to draft orders. My intention is to restrict the ability for customers to apply further discounts to draft orders. I have searched for solutions but have not found any suitable ones. Could someone please assist me in resolving this matter?

Bumping this up as I am also facing the same issue. We use draft orders in the same way as the OP and want to restrict customers from being able to further discount a draft order at checkout.
