Email cart details to customer

I am finding the email cart details to customers useful for client consultations through the Shopify POS app and also by manually creating an order and sending it to them.

The problem is the customer doesn't have the ability to customize the cart once it is sent, they cannot add nor remove products and so must purchase the whole cart or nothing. Is there a way to have ability to modify the cart from the client's side.

For example
Customer 1 gets sent 5 items to purchase through the sent cart but only wants to buy 3.
