Since yesterday the API refuses to create shipping zones for Kuwait with this error: 'Kuwait' must have at least one province associated.

The thing is Kuwait doesn't seem to have provinces as the doc says: https://shopify.dev/docs/api/admin-rest/2023-01/resources/province
