For the non-supported payment gateway, can we create a shopify app for any merchant to install?

There are many non-supported payment gateways. Is it possible on shopify to create and distribute a payment gateway app to support the payment?

I'd advise you to check out our developer docs here on Payments apps to get an overview.

These kinds of apps can only be created by approved Partners, so I'd recommend you spend some time going over the info shared there before you get started with building a payment app.

You can also reach out for Partner support via your Partner dashboard if you have partner-specific queries like this.

thanks @Don, can you please tell me if we have to get the partner account approved or the app that we will build is to be approved?
Also, shopify has mentioned that they have depreciated HPSDK, does it means we can't build a custom payment gateway shopify app?

As per the documents linked above, only approved Partners would be able to build this kind of app.

All the relevant info will be available via those documents, so please do spend some time going through them.
