Genie Free App Charge Request

I’ve currently for a Genie App for store pickup installed on a development site which is due to be passed to a client. The app when installed was free. I have now received an email from the developers basically telling me to accept their new terms so they can charge for the app or it will be disabled. Is this even allowed?
