How can a map app be customized for unique user inputs?

Seeking a developer who can help us customize a map app, so that a user can go to the app, enter a number that is etched into their product plus a line of custom text, and it will appear as a dot on a global map.  When millions do it, all these places on the map around the world will light up and show the connections.  Ideally, we'd like to customize an existing app, unless it's easy enough to build a new one.
