How can I add a new carrier to my ecommerce tracking app?

Hello, i have my own app which i am developing for Shopify app store. I will be working like AfterShip, ParcelPanel, Track123. I will have app which allow ecommerces to import orders and to track any carrier. I see that it is possible to add new carrier https://shopify.dev/docs/api/admin-rest/2023-10/resources/carrierservice

please let me know how to do it? As I can not understand where it is displayed

I added write_shipping permission to your app's requested scopes

But now where can I see how to add new carrier?
