How can I create a pre-order inquiry form with product list?

Good day,

I need a contact form combined with a product list/overview to pre-order. The form should only work as an inquiry and not as an order, the customer then pays when picking it up in our local shop.

After the customer sent an inquiry, we would like to check it again and send the customer an email if it's possible or not to offer the products. Attached you will find an example design of what it should look like & a customer journey of how the process should work.

Is there an app that exactly meets my requirements?
