How can I customize offline payments for specific checkout conditions?

Hello,

I offer my customers offline payments the same type as bank transfers. 

But this payment needs some validation custom from the logic of their business to show in the checkout. Example: Customers just only submit an order at the same time, when the latest order has the status "Pending", they cannot see this payment, when it changes the status to "Authorized", customers see this payment in the next checkout.

Is it possible to create it with a custom offline app? Or is any solution possible for it? Please let me know if you want more details.
