How can I effectively track and sell digital vouchers for golf experiences?

Hello everybody,
I am working at golf-company, which a trying to make a platform, where golfclubs around the world can sell there golf-experinces through. But, as each club have differient methods of delivering their vouchers, we need a system where we can upload a bunch of vouchers (pdf, png, jpg). Therefore the system must keep stock on the individual files, as each file function as a product / purchase. 

Is anybody aware of a app like this existing?
