How can I offer free shipping only on full-priced items?

Hello,

I'm currently offering free shipping on my site but it seems like the free shipping is bracketed over the entire product category over certain amount. 

However, we are looking to ONLY offer free shipping on full priced/regular priced items only.

What is the best way to go about that?
