How can I place an order from the admin panel and transfer to buyer?

Hi everybody. It is necessary to place an order from the admin panel, entering data in custom fields, and then transfer it to the buyer for payment, via SMS, or WhatsApp or another messenger, in addition to email. Please advise if there is a ready-made app. In the standard version there is only a button to send invoice.
