How can I resolve Facebook Business Manager restrictions?

I have been restricted from posting ads for my business on Facebook.  I have since started a new page but because the old one is still active, the business manager is still showing me restricted.  It will not allow me to remove the old page and I am not able to grow my business.  I am needing help.  Facebook is not responding to my request for review.
