How can I resolve my app development installation issue?

i created an app so someone could be allowed to make my shopify for me but i cant install the app it pops up with something that says i need to select my api access scopes which i have no idea where to find

Click on both of those buttons "configure admin API scopes" and "Configure storefront API scopes" and enable the scopes you will need for your app. When you are finished you should be able to then access your API key.

it wont let me click either of those buttons the only one i can click is the “authenticate with access tokens” link at the bottom

Click on the configuration tab, then configure each one.

I would try using a desktop or different device. Maybe even an incognito window. 

Those buttons at not disabled so they should definitely be clickable.
