How can I set up a capped free shipping discount at checkout?

Hi!

Can we offer capped free shipping discount automatically at the checkout? Like if the original shipping fee is Php200 and at the customer's checkout it will automatically deduct Php75 as the capped free shipping for ordering at least the minimum required of Php1,299. I'm checking if it's doable in default shopify apps or if there's an app that we can use to set up this.
