How can I set up local delivery and Australia-wide shipping?

Hello,

We're looking for the best way to offer Australia wide shipping, as well as local delivery for Perth, WA (20km radius) customers.

We are trying to find out the best way to set this up so the customers that select the Local Delivery will not see Australia Wide (Australia post rates), only the rate we have setup for their location (within a certain km radius).

I look forward to hearing everyone's suggestions and ideas!
