How can I setup recurring annual memberships on my marketplace site?

Hoping I can do this with apps, but need a little advice. Here's what I've got going on...

Used Item Marketplace

Need 3 reoccurring annual memberships... Startup, Professional, and Elite

Lock down the cart and a few other pages unless you have a membership.

Transaction fees added to cart (for items, not subscriptions) at checkout as follows...

Startup Plan - $50

Professional Plan - $20

Elite Plan - $0

Buuuuuut... the Professional Plan gets 10 free transactions a month before that fee applies.

A part of me is obviously assuming I'm going to need to code the heck out of this, but I'm just hoping that maybe some of you might be able to lead me in an easier direction.
