How do I create a theme for my store using CLI in Shopify theme dev?

created the store and I want to create theme for it using CLI. I'm acting due to this tutorial https://shopify.dev/docs/themes/getting-started/create but there is a problem when I write in my terminal 'shopify theme dev' - I login, as it is promped in terminal and then - nothing happens - the URL doesn't displays
