How do I develop a public app and customize the checkout page?

I'm using basic plan (free plan). I'm newbie to app development and I want to create new public app by using my partner account. In that app I need to customize the checkout page. I have searched a lot. but couldn't able to find document to develop the app. Can you please advice which doc I need to follow and develop that app.
