How to Add UI Extensions for Pending Orders in Customer Account?

I need clarification regarding Customer Account Extensibility in Shopify. If a user is on the following page:

https://shopify.com/{shopId}/account/orders/drafts

where pending orders (draft orders) are displayed, which extension target should be used to add a UI extension for these orders? Currently, the available extension target:

customer-account.order.action.menu-item.render

only works for confirmed orders but does not apply to pending (draft) orders. Why is this the case? I have successfully created a "Draft Order" button using the above extension target, but it only appears for confirmed orders. How can we achieve a similar UI extension for pending orders? Is there an alternative solution?
