How to create a custom shipping method using Core PHP, Jquery, HTML/CSS?

Hello all,

I want to implement custom shipping methods app with custom data in the admin settings. User can select this custom shipping method from checkout when address criteria full fill then this shipping method will visible on checkout else not.
Can anyone help me in this how I have to work on it and which steps I have to follow?

I want to Implement this using Core PHP, Jquery, HTML/CSS.
