How to create a discount reminder pop-up in the cart?

here's the specific use case:

when any customer adds an item from collection A to the cart, an announcement pop displays that informs customer that they have earned an automatic discount on anything from collection B. This discount function is already working; I want to remind them of this automatic discount in case they didn't see it or forget.

This is seems so simple, but none of the pop-up or upsell apps I've tried out has this display logic. 

edit to add: Does anyone know of any existing app that solves for this?

thank you. I should have clarified, I am wondering if there's an app out there that I've missed. This is a limited time fundraiser and I'd prefer to avoid investing the time or $$ in custom coding.

HI, thank you for replying. This campaign has already started. I appreciate your offer to create a workaround. I was hoping to go with an established app because I need it now, I only need it through the end of the year, and I'm concerned about anything custom interacting with other apps in my cart (particularly the one I use to calculate royalty fees but also I had to use a custom discount app to execute this program.) .. there are a lot of use cases to test... though I guess I'd do that with an app, too...
