How to create a DiscountCode which will not be added to the stores owners discount list through API?

Hi, 
How to create a discount code which will be temporary and will not be added to the store owners discount list?

Currently I can create a discount code through PriceRule and DiscountCode API but it always add's to the store owners discount list, which is what I do not want.

Apps like ReConvert have done it, but currently, I do not find any resources on how to do it.

The second question would be how to redirect the customer to the cart page and automatically fill the cart details?
