How to create a package of product with fix quantity and price?

Hi guys

Our company often sells product with fixed quantity and price . For example: 

1 piece - $10 

4 pieces - $30 

9 pieces - %45 

And the purpose is to force customers only can pick those options with no more other quantity selection. 

IT's really hard for me to find a most suitable app to use. 

Is there any recommendation or relevant apps can be used?

Have you found a solution to this? I'm looking to do the same thing. I checked out the MultiVariants App which allows fixed quantities with their paid subscription but you can not customize the pricing for each tier.
