How to create an app for tracking promo codes and sharing local businesses?

I am creating a website/store that will sell memberships and giftcards to support the local community.  I want to create an app so that the local participating businesses can capture a promo code or coupon to track how many people utilize the membership. 

Also, an app that can share the locations of who is participating to the end consumer.  

Any suggestions?

Great idea and best of luck with it! There are a few apps in the Shopify App store which come to my mind after reading your post. They're a membership/ lock feature apps which enable you to have a membership section in your store for customers based on certain criteria. There is a long list of criteria you can choose from in the apps such as given a passcode as well as some location based ones. You can see the apps for this below:
