How to fix 'No carriers or apps available' error in dropship delivery settings?

I' m trying to set delivery rates from an app but i keep getting "There are no carriers or apps available for this zone". Does anyone know what i have to do to get it to work?

I understand that you are encountering some issues when attempting to utilize the carrier calculated shipping rates. 

 

You want to enable Third-party carrier calculated shipping on your shipping app. We’ll need to access your account in order to enable this feature on your store.
