How to get Shipping configured on Shopify when we create Draft Order thru API?

Hello,

we trying to from our software to place order and insert order into Shopify. 

We can create order and get Tax from Shopify, but we can not get Shipping at all. 

Does any of you know how to get Shipping rate from Shopify? Not sure what we're doing wrong. 

Shipping always zero, custom =false.... Where to find handler values?
