How to launch multiple language lists for my App?

I have launched my app years ago, last 2 weeks ago I tried to add multiple language lists for it and finished the Spanish and French list

But I couldn't find the button to active list from draft to live.

I have asked Shopify service and my teammates, still can't solve it.

Can you help me with it?
