How to limit users to a single data upload on ecommerce platforms?

Our problem statement is that one user should be able to upload the data only once even if he buys multiple products at once or when he comes back to purchase another product.

For eg: Once the user sign-in and uploaded the data then after that we don't want to show the option for upload the data again, because it creates duplicity and multiple data files for same user, but user will be able to select and purchase the products.
