How To Make Intermediatory App Which Communicate With Shopify And Warehouse Manage System In Laravel

is it possible to make app which  stands between shopify and 3rd party warehouse management system and if any order get created or getting updated for either of side app will update opposite side also like if order get updated by warehouse it also updates in shopify and vice versa 

i want to build that app in php laravel
