How to recreate shopify webhook after failing many times in Remix App?

Hi, I have one removed webhook on my shopify remix app. I tried reinstalling, changes config, redeploying and got no luck. Is there anyway this can be recreated? Documentation for shopify app remix does not tackle any of these issues at the moment. I also tried using admin api for listing all webhooks, but it seems its blocked on the app itself not the shop.
