How to set up affiliate commissions and discounts with UpPromote app?

It's an affiliate marketing app, I have most of it set up, including a tier system for ambassadors, however I'm just not completely sure how to set it up to where the ambassador gets a percentage of the profit and the customer gets a discount. 

Bronze tier 10% commission for Ambassador and 10% discount for their traffic, then Silver 15% and 15%, same with Gold 20% and 20%.

I've been trying to hire people on Fiverr, one of them said they could do it, but never hit me back, another one also said yes but tried to upsell me other services that I did not need at the moment or had just recently did, then they ignored me.

So if anyone in here has hired someone who has experience with that app please let me know of the seller, I could really use that, thanks for reading.
