How to set up Cross-sell Pop-up under theme setting

I am trying to set up items with the "cross-sell pop-up" inside the theme settings in Shopify. The only tutorial I can find online is from 2020, so not helpful with this version.  

Don't need too complex, so trying to stick with this function instead of installing another app.
