How to update tracking numbers and line items using Fulfillment API?

Could not get the Shopify api to Update Tracking numbers according to the Shopify documentation

Searched numerous messages and found the answer to post to

https://XXXX.myshopify.com/admin/api/2023-07/fulfillments.json

Instead of as per documentation  /admin/api/2023-07/fulfillments/fulfillment_id/update_tracking.json

Is there an example of the payload to identify quantity of each line on an order. And does it matter in which sequence the payload is laid out tracking number, Line items . I've spent a lot of time researching this, but cant figure out. I can close and send tracking number , but cant figure the format to send line details
