I want submit an app and have stores install it before shopify approval

So I've had people tell me that once I submit my public, unlisted app- that my existing partners can use it even before it's approved. They will just have to Acknowledge that they know this is not yet approved. It looks like this might have changed in 2019 but wanted to see if anyone has been able to do this since then. The reason why is we have partners waiting on our app and seeing if there is any way I can give it to them sooner while we await the partner app approval from shopify.
