inventory update webhook

is it possible to provide full inventory webhook api code to me? i am new in this field

I want that when the customer allow the notify me, 

then when the inventory updated from out of stock product to stock then automatically, message will go to all customers who have allow notify me.

I want to perform this via code for this for my api.
