Is Billing mandatory for a Sales Channel?

Went through the docs and in some places it states that one "can" use the Billing API and in other that the usage of Billing API is mandatory.

My sales channel doesn't need to charge to Shopify Store owners as the only feature it has is to create posts on a social network based on the store products.

I do provide customers with a permalink to the cart but that's it.

So, no commissions whatsoever.
