Is there a GDPR compliant cookie app for Shopify?

We're using Shopify app 'GDPR Cookie Compiler' but was advised that it was non-compliant in that when uses opt-out, it still tracks them. 

Could anyone help recommend other cookie apps that is compliant please?

Yes there is an app called "GDPR Cookie Bar + ePrivacy page". You can see in the attached image below which is EU GDPR CCPA Cookie Banner, Preference pop up, Complete CMP its meets all requirements.
