Is there a way create users with permission to create orders only for a specific products?

Is there a way in Shopify to create users with permission to create orders only for a specific set of products?

There are a set of products which we offer our partners for free. To streamline their onboarding process, we want to let the one of our staff to create these orders instead of asking the partners to place them. That will reduce one step (which also creates a lot of friction and delays) on the partner's side in the onboarding process.

The main restriction to put here is that, when our staff creates these orders, only the allowed products can be added.
