Is There An App that could Put Promotion Banner In Between Products?

I wound also like the banner to be shown randomly, like in different position or "20 % chance of showing". Thanks

I think it would be easier and cost effective to make a custom solution for this if you want this feature only. You may think that the upfront cost may be a bit costlier than app but in this case, if you are in need for only this feature, it might be worth it as app may be on subscription based fee.
