The app Material Manager can do this for you. You would enter each of your items into the app as a raw material. Then you would link each Shopify variant that uses one or more of the item to them.
When a product is sold it will draw down the inventory of all items in the kit. It will also optional sync your Shopify inventory to be the maximum amount of kits you can create with the items on hand.

You can use Shopify Bundles to set it up and track inventory for the individual and the kit items themselves.

Since the kit items aren't sold separately but you want to track their inventory, start by creating them as Draft products in your backend.
Next, use the app to set up a bundle inventory group that links the kits to the kit items. Designate the kits as the master products and the kit items as the component products, specifying the quantity of each kit item per bundle.
Here's what you can expect:
- When a kit is purchased, the app will automatically deduct the corresponding quantities from the inventory of the kit items.
- (Optional) You can enable a feature in the app that calculates the available quantity of kits based on the available quantities of the kit items.
