Its possible to build a payments app nowadays?

Hello everybody. I'm starting to build the integration of a payment app. 

Reading the documentation, i found that to start i must create a public app and configure the payment extension:

https://shopify.dev/apps/payments/getting-started

However i don't find the option of payment extension in the app config:

In the documentation, Shopify specify that Payments apps will be available in Q3 2021

We are at Q3, and my question is: Its possible to develop an  payment app nowadays ??
