Letting customers select allocated numbers for products

Looking for either an existing method or a custom made app that will do the following.

We sell sports jerseys for sports clubs direct to their players.

Currently, players' numbers are handled by the sports clubs. So when a player orders a jersey, we then send their details to the sports club who will allocate them a number which we will then print on their jersey, then post it out to them.

We'd like to automate this by allowing players to select their own numbers from a drop-down box. Each player must have a unique number so the drop-down box has to only display remaining numbers.

Then after 12 months, it all resets back and all numbers are made available again.

We need to be able to specify the numbers available from the beginning, ie. 1-90, excluding 22 and 33.

I've looked at the Shopify App Store but found nothing suitable or even anyone else doing something similar, so we're open to a custom solution if anyone can do it.
