Local setup issue with shopify custom apps

While creating an extension or function apps and building localsetup for it, preview URL will be generated to view our local changes, but it gets updated to the partner dashboard.

So, my local changes are reflected to the app and views in all system, but local changes should only reflect on my system unless deployed since the purpose of building localsetup is to view only on my system, not also on client system.

It is too frustrating for me :((

If the local URL updated in partner dashboard, how can we debug production app setups? 

Above is one issue, so since URL updating, multiple persons cannot work on the same app simultaneously.

From the above screenshot, if I select "Yes, automatically update". my preview URL will be updated in the partner dashboard automatically.

And I can preview my changes, but this will also let everyone view my changes since the URL is updated in partner dashboard.

But, if I give "No, never", the URL is not updated in the Partner dashboard, and i cannot view my local changes anywhere at all!!

So, how can I view my changes then?

I want to know whether this is the issue or the modal of the Shopify app system. If it issue, how to overcome it? If it is Shopify modal, what is the other workaround?

It is Shopify modal. Every devs should have his/her own development app and store. That's how we are working.
