In shopify you can have a collection that must have all conditions or will include any item with that condition.
I want to be able to include
All items that have the tag "red"
All Items that have the tag "blue"
Exclude all items with the tag "baseball cap"
It doesn't have to be tags.
The point is that I want to be able to create a collection that says
It will include
Condition 1
plus all items with condition 2
but exclude any item with condition 3.
There is no way to do this with the current collection system.

you can bulk edit all your products to have a new tag and include only that new tag.
alternatively, you can use an automation platform such as make.com and let it scan your has these tags but doesnt have those and then assign the collection or create a new tag

We've replied to your support request directly, but we also wanted to follow up here, as our response may be helpful to other merchants as well.
Our app does support the functionality you were looking for. It offers a wide range of condition types that go beyond what Shopify’s native collections allow, including the ability to build complex, nested logic - combining both AND and OR conditions.
In your case, Smart Collections Pro would allow you to achieve your goal using nested group of conditions that includes products with the red or blue and a condition such as "Tag is not equal to…" to exclude the products that have the tag "cap", which is not available in Shopify by default. Here's a screenshot showing exactly how you could configure this in the app:
To set this up, you need to use the "Add a group of conditions" button. Here's how it works step by step:
First, create a group of conditions where you select "any condition". This means it will include products that have either the tag "red" or the tag "blue". So, this group will give you all products that are tagged with red or blue.
Then, outside of that group, you set the main condition to match "all conditions". This means it will take the products from the first group (red or blue), and also check that it does not have the tag "cap".
In simple terms:
You’re including all red or blue products, and removing any product that has the tag "cap".
