Monthly purchase allocation limits by customer

I have a pretty large customer asking me if we are able to limit the number of products an employee can purchase from our site each month. As an example: John is only allowed to purchase 12 shirts per month. Once he purchases 12 shirts in the month of May he can no longer make a purchase on the site in the month of May. Once in June, he is allowed order up to 12 more shirts.  So on and so forth for each month.  I have 4 different allotment levels 12,18,24,30 and 38 employees.

I would also be interested in knowing a price to have this custom built if there is not something out there already.

I found that thread and posted a reply asking for an update before I made this post.  It does help but I would need someone to build the custom app based on the response found.

I think it would probably makes sense to do this using Cart and Checkout Validation functions:

You'd need a custom app for that but I don't believe you'd need plus.
