Need help clarifying a Shopify App requirement.

I had an app update requirement that says,

If your app adds a visible element to a merchant’s storefront, then the element must be disabled by default so that the merchant can see or edit the element before they enable it. You must provide instructions on how the merchant can enable the storefront element. 

Currently, the App that I have built doesn't show the widget unless the Merchant chooses to install the app on the page they want. So, can anyone help me understand what I need to do to resolve this.
